The Beacon Award: Shining Light on Resilience and Compassion

October 2, 2025 – Oconee County, SC


The Upstate Healthcare Coalition Executive Board convened at the Oconee County Emergency Services Office, where Executive Chair Dr. Jordan Bradway presented the inaugural Beacon Award to Scott Smith, Deputy Emergency Manager for Oconee County Emergency Services.


The Beacon Award was established to honor individuals who dedicate their time, leadership, and passion to enriching local and regional communities—enhancing awareness, operational readiness, and overall resilience. Smith’s recognition marks the first presentation of this award, setting a high standard for future honorees across South Carolina.


A long-serving emergency responder and veteran, Smith has faced the intense realities of public safety—responding to emotionally charged and traumatic incidents that leave lasting impacts. Rather than conceal those experiences, he has courageously shared them to help others.


During the 2025 Healthcare Coalitions Regional Emergency Readiness Conferences, Smith spoke openly about the mental health challenges faced by responders and the importance of self-care, peer support, and continued awareness. His authenticity resonated deeply with audiences across the state, reminding them that strength often begins with honesty—and that asking for help is not a sign of weakness but of humanity.


Through his compassion, service, and willingness to bring light to difficult conversations, Scott Smith stands as a true beacon—not only for Oconee County but for all of South Carolina’s healthcare coalitions and their partners.


As the first recipient of the Beacon Award, Smith exemplifies the Coalition’s commitment to recognizing those who inspire others and drive forward the shared mission of making South Carolina a safer, stronger, and more prepared state.
